Over 1,200 AI insiders, Dario Amodei among them, signed a letter asking Washington for the legal tools to slow AI development when safety demands it. The diagnosis is right: Ryan Greenblatt's coordination framing is the actual intellectual content here, a public admission that no single lab can restrain itself without losing ground. But the letter names no FLOP threshold, no deployment gate, no trigger an outsider could verify, which means it has no mechanism to bite. Before this shows up in any regulation, it will show up in an Anthropic sales deck.

1,200 AI researchers and executives, including Anthropic CEO Dario Amodei, signed an open letter asking Congress for legal tools to slow AI development when safety demands it. The core argument, articulated by Anthropic-aligned researcher Ryan Greenblatt on the mad-podcast, is a coordination-problem admission: every lab thinks slower might be smarter, but none can slow alone without ceding ground to whoever keeps running.

That framing is what the document gets right. Everything else is a problem.

The letter contains no proposed FLOP threshold, no deployment gate, no trigger condition, no timeline. "Give us tools" with no spec is a request you can nod at for years. Greenblatt himself flags the absence of "durable long-run structures" as the gap. Alarm without architecture doesn't slow anything.

The mechanism, if a limit ever comes, runs through compute. Chip export controls are the precedent Washington already knows. A rule defining a 10^26 FLOP training threshold would move Jensen Huang's order book and every hyperscaler's datacenter roadmap. A letter does not. And the yardstick is already aging: training-run FLOPs were the frontier metric, but inference-time compute (running a model harder at answer time rather than training it bigger) is where a lot of capability gain now lives. A threshold written around training runs governs last year's bottleneck.

There are two reads on why this letter exists, and both are probably right. At the engineer level, Greenblatt's description of lab employees being "pretty freaked out" is plausible and consistent with the coordination framing. At the exec level, Anthropic has run the safety-as-differentiation play since founding. 1,200 signatures is a co-marketing asset. This letter shows up in a sales conversation before it shows up in a law.

The only concrete thing worth tracking: does Anthropic publish a self-binding, externally-auditable numeric capability threshold on its next frontier model release? If the coordination story is sincere, that's where you'd see it. A company that wanted a speed limit could post one on its own site tomorrow.

Prediction: Anthropic's next frontier model (expected within six months) ships without any externally-auditable numeric threshold that would have blocked or delayed that release. Confidence: medium. The same logic that makes unilateral restraint irrational, which is the whole point of the letter, also makes unilateral self-binding irrational. Anthropic will keep the trigger soft while asking government to build a shared one. We're wrong if Anthropic or a binding US rule adopts a specific, verifiable compute or capability gate before that launch.
